Here's how the UK go about it:
1) Create & implement a set of laws designed to do just that,
2) Assign the responsibility for enforcing those laws to a specific government department,
3) Starve that department of the resources needed to apply those laws,
4) Bleat to the media that you've done all you can,
5) Repeat as often as it takes to get the public to shut the fuck up about it.

Maybe Tony Blair will apologise to her parents and the parents of every person who has been murdered and raped by Eastern European scum that he allowed in.
And just to think on January 1st 2015 all Romanians and Albanians ( I think ) will be allowed to come to the UK and start claiming benefits, watch the crime rates soar!
